SGTech’s Council is made up of representatives of our members with each member being an industry leader in his or her own right. Together, they provide the leadership to chart SGTech's course, identify and address key industry issues and develop initiatives for Singapore's technology industry.

Saw Ken Wye 
Chief Executive Officer

Saw Ken Wye, CEO of CrimsonLogic, focuses on managing and sustaining growth and business viability for the company. He is also responsible for leading the business teams in growing customer relationships and driving sales in regions such as Asia, Middle East, Africa, Latin America and the Caribean, as well as developing new market opportunities in the rest of the world.

Prior to joining CrimsonLogic in 2013, Ken Wye was Microsoft’s Vice President for Public Sector (Asia), responsible for the company’s business with Government and Government organizations across Asia. Ken Wye worked in Microsoft for nearly 16 years and started his IT career with the National Computer Board (NCB) in 1983.


Wong Wai Meng
Chief Executive Officer
Keppel Data Centres Holding Pte Ltd

Wong Wai Meng is currently the Chief Executive Officer of Keppel Data Centres Holding Pte Ltd (KDCH), a joint venture between Keppel Telecommunications & Transportation Ltd (Keppel T&T) and Keppel Land Limited. As CEO of the data centre division, Mr Wong spearheads the company's thrust towards being one of the leading data centre developers and solution provider in Europe and Asia Pacific.

Prior to joining Keppel, he was Vice President of BT Advise, Asia Pacific, Middle East, Africa and Turkey (AMEA), which is the professional services, presales and solutions selling organisation for BT across AMEA. He was also concurrently appointed as the Chief Executive Officer of BT Frontline Pte Ltd, a regional leading provider of end to end IT Services, now fully integrated into BT Global Services as BT Advise.

Being active in contributing back to the industry, he is now serving his third term in SGTech (formerly Singapore infocomm Technology Federation (SiTF)), as Honorary Secretary in the Executive Committee, having taken positions as Councillors and Honorary Treasurer in the past. He is also a Senior Member of the Singapore Computer Society and sits on the Technology Strategy Committee of Mount Alvernia Hospital.

Andy Sim 
Senior Director and Head of Networking Business, APJ
Dell EMC

Andy brings with him over 20 years of industry expertise with global companies including Dell, Cisco Systems, Silicon Graphics and Hewlett Packard to name a few. At Samsung, Andy leads the New Business Development division - one of the strategic growth engines for the consumer electronics giant. His mandate is to build a solid foundation for the enterprise business given Samsung’s success in the consumer sphere. His vision lies in driving innovative Samsung technologies to transform new business experiences for enterprise customers. He has completed the Samsung/Harvard Leadership Program.

Prior to Samsung, Andy held senior leadership appointments at Dell Enterprise – first covering the South Asia and Korea business, and subsequently with an expanded portfolio to Asia Pacific and Japan. Before that, he spent almost 10 years in Asia-Pacific scoped roles spanning Sales, Channel, and Commercial Business at Cisco Systems.

An industry veteran, Andy is an active member of SGTech (formerly Singapore infocomm Technology Federation (SiTF)). He lives in Singapore with his family. He holds a MBA awarded with high honours from Oklahoma City University and sits on the Dean’s list in Bachelor of Computer Science from Purdue University. His unmistakable passion coupled with experience across a wide span of Asia pacific roles has put him in a unique position to drive business with fervor for challenges within a volatile and dynamic technology landscape.


Jeremy Tan 
Chief Executive Officer
Liquid Group Pte Ltd

Jeremy is the founder and CEO of Liquid Group Pte Ltd, a mobile payment platform company headquartered in Singapore, with presence in Malaysia, Thailand, Indonesia, and Hong Kong. He is also the Chairman of Korvac holdings where he has more than 20 years of leadership experience in the payments industry, having launched, co-invested, built and divested multiple technology companies in the past decade.

Jeremy currently serves as Honorary Secretary where he is also the Chairman of the Singapore Enterprise Chapter that caters to the holistic development of Singapore SMEs and start-ups. From 2009 to 2017, Jeremy was on the board of Infocomm Investment Pte Ltd (now SGInnovate), supporting the rapid development of Singapore's start-up ecosystem centred around BASH, Singapore’s first and largest integrated start-up space. Prior to this, he sat on the Board of the Infocomm Development Authority of Singapore (IDA) between 2009 and 2013, where he also served on the Investment Committee.

Jeremy holds a Master of Science (Comparative Politics) from the London School of Economics, and a Bachelor of Engineering from King’s College London.  


Craig Gledhill

Craig is currently leading a privately owned regional IT distributor and he has over 28 years of expertise, experience and passion for the ICT industry (Enterprise 24 + Consumer 4 years).   Previously, he had worked for four global leaders (Fortune 100 and 500) – Samsung Electronics, CISCO, Southmark (Fujitsu) and Harris Lanier.

Craig is a driven business leader who takes pride in achieving outstanding results and building world class organizations. In his current role, he is responsible for leading ACA Pacific, a privately owned Regional IT Distributor which has been in operation for over 28 years.  His focus is to transform the current business to be a leading regional distributor with strong capabilities to deliver new business consumption models and leverage the new digital marketing arena.  

At Samsung (2011 -2014), he was the Vice President for Samsung's Enterprise, Small & Medium Business and New Growth Engines for South East Asia and ANZ.  At Cisco (1998 to 2011), he took on various roles (MD of Singapore & Brunei and VP for the APAC Consumer Div) and had an excellent track record for achieving results.              
As part of his own professional development, he was a councillor for 10 years and a Vice Chairman of SGTech (formerly Singapore IT Federation), Board member of DBS banks Innovation board and was a board member of the American Chamber of Commerce for five years.

Tammie Tham
Chief Executive Officer and Founder
Accel Systems & Technologies Pte Ltd

Tammie Tham is the CEO and founder of Accel Systems & Technologies Pte Ltd (Accel).

She has more than 15 years of experience in the IT Security Industry and has held management positions at large global and regional IT Services companies. She has extensive industry experience in the ASEAN region across various sectors - government, health care, financial services, telecommunications, transport and utilities.

Before founding Accel, Tammie was leading the APAC Security Business Unit at BT Frontine, a subsidiary of BT Global Services. She was responsible for expanding its security business in ASEAN and building a footprint in the APAC region. Prior to this, she was leading the ASEAN IT Security Practice at IBM. She has also held Sale Director role at Frontline Solutions and Netrust.

Besides being Chairman of the Cyber Security Chapter at SGTech, Tammie is also a member of the Cyber Security Awareness Alliance, which was formed to build a positive culture of cyber security in Singapore, and promote and enhance awareness and adoption of essential cyber security practices.


Michael Yap
Managing Partner
TNB Ventures Pte Ltd

Michael Yap is the founder of TNB Ventures, a next generation venture capital and accelerator firm.  He is also a Professor (Adjunct) at National University of Singapore.

He was the CEO/Deputy CEO at various Singapore technology and media agencies. He was at Media Development Authority (MDA) of Singapore where he had oversight of all regulatory, licensing and policy matters related to media. Concurrently, he headed the national Interactive Digital Media (IDM) Program Office chartered to develop the new interactive sector in Singapore. He managed a $500 million development fund to help ignite and develop this new sector. 

Michael was the CEO of National Computer Board (NCB), the national authority responsible for Singapore’s overall IT policies and implementations, and a pre-cursor to the present-day Infocomm Media Development Authority of Singapore (iMDA). At the NCB, Michael spearheaded various national programs to establish Singapore as an icon for info-communications adoption and innovation in the region.

Michael was the Managing Director of the world’s leading enterprise software company. He was responsible for the company’s activities in Singapore and business development across the Asia Pacific region.

Michael was the founder and CEO of a software product company. Michael started and built up a presence in more than 30 countries in Asia.  He led its successful divestment to public listed companies in India and Singapore.

He has been involved with the venture capital industry as a Venture Partner at one of Singapore’s most established VC firms. He was also Chairman of a mid-size government-backed VC fund. 

Michael has been on the board of directors of various public listed and private companies in Singapore and Malaysia. He had served as a board member of various public organizations including Singapore Science Center, Media Development Authority, National Computer Board, and member of the Board of Trustees, Singapore Institute of Technology. 

He has been recognized for his contributions including the World Economic Forum as one of the “Top 100 Future Global Leaders” and BusinessWeek as one of “50 Stars of Asia”.  

Benjamin Mah
WO Digital Pte Ltd

Benjamin Mah is a Digital Security Pioneer, Technopreneur, Venture Capitalist and Future Manpower Development who has built a distinguished career in both e-Cop (acquired by a wholly-owned subsidiary of Temasek Holdings) and Encentuate (Acquired by IBM). Benjamin also held senior management position in corporate companies including Oracle, IBM and CA.

Prior to founding V-Key, Benjamin played a central role in growing Encentuate Inc, a leading provider of enterprise single sign-on software, until its acquisition by IBM Software. In 2000, Benjamin pioneered e-Cop and grew it into a leading Managed Security Service company until its acquisition. Benjamin held key regional leadership positions within Oracle and IBM where he drove a large part of the core security software business and played a key role in establishing new business units.

Chong Yoke Sin

Starhub Limited

Yoke Sin leads the enterprise business group at StarHub, and is responsible for driving the next growth phase of the business and deepening the engagement with the enterprise community.

Yoke Sin is a veteran in the IT industry with more than 30 years of experience, she is known to many in the industry as an informal and hands-on leader. She was the CEO of Integrated Health Information Systems Pte Ltd, a subsidiary of MOH Holdings Pte Ltd. She also led the healthcare IT industry as Chair of Healthcare Information and Management Systems Society (HIMSS) Asia Pacific Governing Council and was the first Asian Vice Chair on the HIMSS Board of Managers. HIMSS is the largest Healthcare Informatics society in the US and sets the benchmark for Hospital IT certification. In her prior roles, Yoke Sin was CEO of NCS Pte Ltd, moving up the ranks from Chief Operating Officer and General Manager of Business Development.

In addition, Yoke Sin is Vice President of the Singapore Computer Society (SCS). She is also a Fellow of SCS and a Certified IT Project Manager (Senior). She currently sits on the Boards of the Singapore Land Authority, SG Enable, Republic Polytechnic and the National Kidney Foundation.

Yoke Sin holds a PhD in Chemistry from the National University of Singapore (NUS) and attended the Advanced Management Programme at Harvard University. She was conferred the Outstanding Alumni Award from NUS and the Hall of Fame from HIMSS for her contributions to the advancement of healthcare IT programmes in Asia Pacific.

Ho Seong Kim

Accenture ASEAN Communications, Media and High Tech (CMT) Practice   

Seong Kim is the Client Services Group (CSG) Lead for the Accenture ASEAN Communications, Media and High Tech (CMT) practice. He has been with Accenture for 20 years working with CMT clients in ASEAN on various projects and initiatives. Seong Kim specialises in the Communications industry focusing on large scale transformative work. He is currently based out of the Accenture Singapore office.


Kevin Wo
Managing Director
Microsoft Singapore

As managing director for Microsoft Singapore, Kevin Wo is responsible for developing and driving growth strategies for all of Microsoft’s product, service and support offerings in Singapore and building on the company’s 26-year presence here.

Wo joins Microsoft Singapore with a 23-year track-record in the IT industry, having held leadership roles in sales management, technology consulting and large-scale system integration.
Prior to taking on his new role at Microsoft, Wo spent close to seven years with Avanade, a leading provider of innovative digital and cloud services, business solutions and design-led experiences. In this role, he led a team of over 200 employees and successfully drove the growth of its regional business. Avanade was named Microsoft Country Partner of the Year Award for Singapore in 2015 and 2016 (joint award with Accenture). Wo joined Avanade in January 2010 as its vice president and country manager for Singapore. He has previously held leadership roles at several leading IT and business consulting firms.

A Singaporean, Wo graduated from the National University of Singapore with a degree in Computer and Information Services. He also holds an MBA from the Strathclyde University, Glasgow, UK.


Lau Shih Hor

Shih Hor is the CEO and co-founder of Elixir Technology. Under his leadership, Elixir's award-winning Business Intelligence and Analytics solution has garnered customers in over 60 countries including many government agencies, financial institutions, telcos, and healthcare organisations. More recently, Elixir has rolled out BizInsights, an online Data-as-a-Service solution built on Elixir's analytics platform to provide instant business insights based on government data with plan for mash-ups of public and private data.

Elixir is also actively involved in several Smart Nation/Cities/Home projects in anticipation of the IoT wave of innovations and demands.

Mark Shmulevich
Chief Strategy and Operations Officer 
Acronis Asia Pte Ltd

Mark Shmulevich is Chief Strategy and Operations Officer at Acronis, a global software and services company headquartered in Singapore. Born in Moscow, Mark is a resident of Singapore now. He was a World Economic Forum (WEF) Global Shaper 2012. Mark graduated from Moscow Institute of Physics and Technology, where he earned his B.A., MSc and PhD degrees in applied mathematics, focusing on data mining. Mark led the business development division of the largest Russian space technology corporation and has supervised establishment of the first US-Russia joint venture in satellite navigation. He also launched an international research centre in quantum physics in Russia and brought the centre’s research focus to steady state as Chief Development Officer.

From 2012 to 2014, Mark served as Russia’s Deputy Minister of Information and Communications Technologies of Russia, where he elaborated a nationwide IT industry support strategy and managed its approval by Prime Minister, introduced a 50% tax benefit for small IT businesses, increased the number of free slots for students to get higher education in IT and introduced an expedited procedure for IT companies to employ highly qualified expats. During his term, Mark was also overseeing the interaction between the government and IT associations and Expert councils on IT in Russia. Mark is certified as an Independent Director by INSEAD Business School and has delivered lectures on innovation strategy and technology commercialisation in various organisations.


Paul Lim
Rentalworks SG Pte Ltd

Mr Paul Lim is the founder and CEO of Secura Group Limited up till 10 Oct 2017. He spent 19 years in the Singapore Police Force in various senior positions before starting his private sector career in 2010 as a one-man start up in the security industry. From there, he grew his security businesses and subsequently listed them on Singapore Exchange Catalist board as Secura Group Limited, the only listed company providing integrated security solutions including cyber security, mobile forensics, security technology, security guarding and security printing.

Paul is an active contributor to the business ecosystem and serves on various committees or sub-committees in the Singapore Business Federation (SBF), Singapore Chinese Chamber of Commerce and Industry (SCCCI), Singapore infocomm Technology Federation (SiTF), Action Community for Entrepreneurship (ACE), ASEAN Mentorship for Entrepreneurs Network (AMEN), Hong Kong-ASEAN Economic Co-operation Foundation (HKAECF) and the Security Industry Transformation Map (ITM) Tripartite Committee. Paul has investments in companies involved in Mechanical and Engineering, Disruptive Technology, Social Enterprise, Ecommerce and HR Tech. He is chairman and director of several private and public companies in Singapore and Hong Kong, and mentors several start-ups.

Paul was a recipient of the prestigious Singapore Police Force overseas scholarship in 1990 and graduated from the University of Cambridge with a Bachelor of Arts (Honours) in 1993 and a Master of Arts in 1997. In 2002, he obtained a Master in Public Management from the Lee Kuan Yew School of Public Policy at the National University of Singapore under a Singapore Police Force postgraduate scholarship, which included half a semester at Harvard’s Kennedy School of Government.


Tay Bee Kheng

Ms Tay Bee Kheng was a former Vice President and General Manager for HP Software Asia Pacific and Japan, responsible for driving revenue success and aligning countries and multi-disciplined teams to overall worldwide and region strategy.

A 20 year veteran of the IT industry, Ms Tay has had a sales focused career with experience across Asia-Pacific and Japan. Prior to this promotion, she was the Director of Field Sales and Business Operations HP Software APJ and also served as the Director and Country general manager of HP Software South-East Asia.

Ms Tay has an extensive, multi-faceted and proven leadership background in sales, partners and alliances, sales operations, enablement, manufacturing industry vertical, finance and marketing.

In HP’s 2012 Make It Better (MIB) global initiative, Ms Tay was a key team driver in meeting and exceeding APJ commitments to worldwide saving guidance.


Abraham Thomas
Managing Director
IBM Singapore Pte Ltd

Abraham Thomas was appointed to the role of Country Managing Director of IBM Singapore in October 2017. Prior to this, he was IBM Global Business Services Managing Partner from July 2015 to September 2017. He was the Country General Manager, IBM South Africa from July 2012 to end June 2015. In his current role, he is responsible for the business and operations of IBM in Singapore.

From January 2011 to June 2012, he was Vice-President of System Sales, Systems and Technology Group - IBM Growth Markets Unit, headquartered in China. In this role he oversaw sales of IBM Servers and Storage Systems in the Asia Pacific, Latin America, CEE and MEA regions, for clients from a diverse set of industries.
Prior to that, Abraham held various appointments in the Systems and Technology business in the Asia Pacific and the Growth Markets Units. He was also Vice-President of General Business in ASEAN/South Asia from July 2004 to September 2007, where he was responsible for sales and marketing of IBM product and services to this segment of the market.

Between January 2001 and June 2004, he was the Managing Director of IBM India and IBM Global Services India, based in Bangalore. And prior to this, he was the Director, Financial Services Sector for IBM ASEAN/South Asia, overseeing and managing IBM’s operations, sales and marketing activities to banking, finance, securities and insurance organizations across six countries in this region.

Abraham began his career with IBM in 1986 as Territory Representative for the Small and Medium Business solutions unit. In his 30 years with IBM, he has undertaken many roles including product management, sales, marketing and various management positions in ASEAN/ South Asia and in Asia Pacific.

He was recognized by IBM’s Hundred Per Cent Club for exceeding his sales quota for eight consecutive years. He was also awarded the 1997 IBM ASEAN/ South Asia General Manager’s Award for outstanding business performance. He has also been selected for three Golden Circles, IBM’s premier recognition event.


Alvin Tan
Head of Public Policy, ASEAN, Malaysia & Singapore
Facebook Singapore Pte Ltd

Alvin is Head of Public Policy for ASEAN, Malaysia & Singapore where he is responsible for managing Facebook’s regional public policy issues and building economic growth initiatives. This involves working with stakeholders, including businesses, governments, policy-makers and non-governmental organizations (NGOs) to create initiatives that help people and businesses connect, grow and stay safe.

Before joining Facebook in 2015, Alvin spent 5 years at Goldman Sachs as Vice President (Asia-Pacific) based in Hong Kong and Singapore. He previously worked in the United Nations Secretary-General's Office in New York, Oxfam Australia, and the Singapore Government.

Alvin is Vice Chairman of the Asia Internet Coalition, which develops policy recommendations to promote Asia’s digital economy, and a member of Singapore’s Media Literacy Council. He also chairs a local branch of the Inter-Racial and Religious Confidence Circle (IRCC) in Singapore.

Alvin graduated with a First Class Honours in Economics from Sydney University, and a Master in Public Policy at Harvard University, where he was also an International and Global Affairs Fellow at the Belfer Center for Science and International Affairs.


David Tan
Managing Director
Hewlett Packard Enterprise

David Tan took on the role of Managing Director of Hewlett Packard Enterprise Singapore in November 2017 and has been with the company for 25 years. Prior to stepping up as Singapore Managing Director, David served for eight years as the Asia Pacific and Japan Director of Sales for Hewlett Packard Enterprise’s consulting and technology services divisions, HPE Pointnext and HPE Technology Services. 

A 30 year veteran of the IT industry, David also ran the company’s Philippines business as HP’s Philippines Managing Director from 2007-2009, where he implemented strategies to turn the business around, improve customer and sales team engagement, and boost employee culture and performance.

Throughout his long career, David has always kept a sharp focus on delivering value for his customers, adhering to a “Customers First, Customer Last” approach that has ultimately led to a list of career successes, such as growing the customer base, improving margin growth, deepening and expanding customer engagement across industries and improving the company’s performance for customers by implementing stronger performance metrics and resourcing.  

David holds a Bachelor of Mechanical Engineering from the National University of Singapore, with a specialization in Production Engineering and Industrial Management. He is married with three children and has a passion for history, movies and travelling. 


Gilberto Gaeta
Country Head, Singapore, Malaysia, Philippines, and South Asia Frontiers
Google Asia Pacific Pte Ltd

Gilberto Gaeta is the Country Head for Singapore, Malaysia, and Philippines for Google Marketing Solutions. He is responsible for leading Google’s advertising business with advertisers and agencies, and for extending Google’s solutions to new advertisers through partnerships. In his previous role at Google, he was responsible for Brand Solutions across APAC, focusing on partnerships with large advertisers to support them in brand building through video and display solutions.

Prior to joining Google, Gilberto was VP APAC at FSG, a Technology and Information Services start-up focusing on emerging markets globally. Previously, he worked at Bain & Company, across Asia and Europe, advising clients in the Technology and Consumer industries.

Gilberto has an MBA from INSEAD in Singapore and a Master degree in Telecommunication Engineering from University of Aalborg (Denmark) and University of Rome – Tor Vergata (Italy).


Seah Chin Siong
Chief Executive Officer
Singapore Pools (Private) Limited

Mr Seah Chin Siong is Chief Executive Officer of Singapore Pools (Private) Limited, a subsidiary of Singapore Totalisator Board, a statutory board under the Ministry of Finance.  Singapore Pools was incorporated by the Singapore Government to provide a legal avenue for lotteries and sports betting.  Operation surpluses are channelled towards worthy causes that serve the needs of the community. 
Prior to joining Singapore Pools on 1 October 2012, he was Founding Chief Executive Officer of IDA International, Managing Director of Accenture’s Public Service Operating Group for Asia-Pacific and Country Managing Director of Accenture Singapore.  
Mr Seah is presently Co-Chair (Industry) of the Responsible Gambling Forum for its third term.   He is also a member of the Executive Committee of Asia Pacific Lottery Association.  He also serves on the Finance IT Committee of Sentosa Development Corporation, Board of National Volunteer and Philanthropy Centre (NVPC) and NVPC Finance Committee. 
Mr Seah had served on many boards and committees including Infocomm Development Authority of Singapore, Singapore Discovery Centre, Institute of Systems Science, Singapore Infocomm Technology Federation and Workforce Development Authority of Singapore.  Mr Seah was President of the Global Lottery Monitoring System.
Mr Seah holds a degree in Accountancy from the National University of Singapore.  He is a Fellow of the Singapore Computer Society.


Shirley Wong

Ms Shirley Wong is an entrepreneur and has more than 20 years of experience in the IT & Technology industry. She is the Managing Partner of TNF Ventures Pte Ltd, an incubator under National Research Foundation’s Technology Incubator Scheme.

Prior to the current role, she oversaw the management and operations of the BT Frontline group in Asia Pacific, driving the professional services business for IT Security, Healthcare and Applications Development.


P. Balachandran

P Balachandran has been with the firm for more than 25 years and is currently a Senior Consultant.
Bala began professional practice as a litigator in 1978 mainly in company, banking, construction and engineering disputes. He broadened his experience by working for an English magic circle firm in London and Hong Kong.
Bala provides advisory services to mainly foreign clients for matters in Singapore, South East Asia countries, China, Taiwan, Japan and Australia. For some clients he performs in-house counsel’s functions. He has experience with large infrastructure projects particularly commercial developments, land reclamation and marine works, train systems, topside fabrication and oil and gas processing plants.
Additionally, Bala has been appointed arbitrator by both the Singapore Institute of Arbitration Centre and the International Chamber of Commerce, Paris. 

Bala’s specialised portfolio includes matters relating to construction and engineering, infocomm technology and commercial transactions including mergers and acquisitions and negotiating and drafting diverse commercial agreements.
